ACTIVITES DE GOUVERNANCE

La gouvernance de l’APEM-TOGO est renforcée à travers un fonctionnement régulier, participatif et transparent de ses organes.

a. Produits
Produit 1 : Les réunions du Bureau Exécutif sont tenues régulièrement.
Produit 2 : Les Assemblées Générales sont organisées conformément aux textes.

b. Activités:
Activité 1 : Organisation régulière des réunions du Bureau Exécutif (mensuelles ou trimestrielles) pour le suivi des activités, la prise de décisions et la validation des plans de travail.
Activité 2 : Tenue de l’Assemblée Générale Ordinaire annuelle (et extraordinaire si nécessaire) pour la validation des rapports, la définition des orientations stratégiques et le renforcement de la redevabilité.

ACTIVITES OPERATIONNELLES DE L’APEM 2025

Au cours de l’année 2025, l’APEM a mené des actions de sensibilisation, de formation, de plaidoyer ainsi que des interventions sociales et des investissements en infrastructures éducatives grâce aux financements et dons mobilisés.

1. Activités de sensibilisation et plaidoyer
 Sensibilisation des parents d’élèves de Kpélé sur l’éducation inclusive ;
 Sensibilisation des parents de la préfecture de Kloto sur la protection des élèves contre les violences en milieu scolaire ;
 Organisation d’émissions radiophoniques sur les droits des personnes handicapées ;
 Vulgarisation du Plan Sectoriel de l’Education (PSE 2020-2030) ;
 Promotion de la participation citoyenne avec les organisations de la société civile.

2. Activités de formation et renforcement des capacités
 Formation des enseignants de l’école de Kpélé sur la pédagogie inclusive ;
 Formation de trois enseignants itinérants en langue des signes ;
 Renforcement continu des capacités des enseignants de l’école de Kpélé.

3. Appui à l’éducation et accompagnement social

 Soutien au transport des élèves de Kpélé (mobilisation et appui logistique) ;
 Mobilisation pour le transport des élèves de l’école des sourds de Kpalimé ;
 Prise en charge partielle des salaires des enseignants ;
 Soutien individuel à l’élève KONOU Luc ;
 Achat et distribution de fournitures scolaires aux élèves.

4. Réalisation d’infrastructures scolaires
 Construction d’un bâtiment scolaire comprenant trois classes, une direction et un
magasin ;
 Construction d’une salle de classe supplémentaire ;
 Construction de latrines scolaires et réalisation d’un forage ;
 Acquisition d’un terrain pour l’école de Kpélé.

5. Fonctionnement et équipements
 Appui au fonctionnement général de l’APEM ;
 Prise en charge des frais de loyer ;
 Achat de tables et équipements de bureau.

6. Mise en œuvre de projets et programmes
 Mise en œuvre des activités de la SMAE 2025 ;
 Participation et financement des activités du CCAP PLO.

Activités régulières de l’APEM-TOGO

1. Accueil du public
L’APEM assure un accueil permanent des bénéficiaires et visiteurs afin de :
 Recevoir les parents d’enfants en situation de handicap (notamment malentendants) ;
 Orienter les cas vers les structures appropriées (écoles inclusives, services sociaux, santé) ;
 Enregistrer les demandes d’aide et de suivi social ;
 Tenir une permanence d’écoute et de conseil.

2. Accompagnement social
L’association met en œuvre un suivi personnalisé des bénéficiaires :
 Identification et évaluation des situations de vulnérabilité ;
 Suivi scolaire et inclusion éducative des enfants handicapés ;
 Appui administratif (état civil, inscriptions scolaires, dossiers sociaux) ;
 Assistance ponctuelle aux familles en difficulté (orientation, plaidoyer, aide d’urgence)
 Médiation entre familles, écoles et services sociaux.

3. Services de proximité
L’APEM développe des actions directement au niveau communautaire :
 Visites à domicile des enfants en situation de handicap ;
 Sensibilisation communautaire sur le handicap et l’inclusion ;
 Identification des enfants non scolarisés ou en rupture scolaire ;
 Organisation de séances de dépistage et d’orientation en collaboration avec les partenaires ;
 Suivi des familles dans les zones rurales et périurbaines.

DIFFICULTES RENCONTREES

 Insuffisance de financement pour la mise en œuvre des activités ;
 Manque de matériel et d’équipements adaptés ;
 Insuffisance de personnel qualifié ;
 Difficultés d’accès et de suivi des bénéficiaires en zones rurales ;
 Faible implication de certains parents ;
 Persistance de la stigmatisation liée au handicap ;
 Charges de fonctionnement élevées.

APPROCHES DE SOLUTION

 Renforcement de la mobilisation des ressources (partenariats, projets, plaidoyer auprès des bailleurs) pour améliorer le financement des activités ;
 Recherche de dons et acquisition progressive de matériel et d’équipements adaptés ;
 Renforcement des capacités et recrutement de personnel qualifié selon les besoins de l’association ;
 Mise en place de stratégies de proximité (visites communautaires planifiées, collaboration avec les relais locaux) pour améliorer le suivi en zones rurale ;
 Sensibilisation et implication accrue des parents dans le suivi éducatif et social des enfants ;
 Intensification des campagnes de sensibilisation pour lutter contre la stigmatisation du handicap ;
 Optimisation de la gestion interne et recherche de ressources complémentaires pour réduire les charges de fonctionnement.

 Construire le siège de l’APEM à Kpalimé ;
 Créer un collège inclusif à Adéta ;
 Construire un centre de formation professionnelle ;
 Construire un centre de dépistage précoce en surdité et de prise en charge…
 Construire un centre de formation des enseignants spécialisés en Langue des Signes àAdéta…

Who are we?

The Association for the Promotion of Hearing-Impaired Children (APEM-TOGO) is a civil society organization committed to promoting the rights and inclusion of children with hearing impairments in Togo. It works to improve the living conditions of people who are hard of hearing, particularly children and young people, through educational, social, and community-based actions. It was established on March 10, 2012, and officially recognized by the Togolese government on November 21, 2018 (Receipt No. 1178/MATDCL-SGDLPAP-DOCA). It operates throughout Togo, particularly in the Plateaux West region. Its headquarters is located in Kpalimé, in the Kloto prefecture, in the Atakpamékodji neighborhood, near the Grand Marché Château, about 120 km from Lomé, the capital of Togo. Its founding President is Mr. WOEDEME Komi Adzidjonou, a primary school teacher, consultant, and trainer in inclusive education and support for vulnerable people.

Why mobilize for inclusive education?

In Togo, despite efforts made to achieve SDG 4 (Quality Education), many children living with hearing impairments still face significant challenges:

• Social isolation and exclusion;
• Lack of adapted infrastructure;
• Absence of specialized teaching materials;
• Shortage of teachers trained in sign language;

APEM-TOGO works to remove these barriers and enable every deaf or hard-of-hearing child to learn, thrive, and find their place in society.

APEM’s main objective is to “work towards improving the living conditions of hearing-impaired children and people with hearing disabilities by promoting their access to inclusive education, basic social services, and sustainable socio-professional integration, in full respect of their rights.”
